BARCELONA, Spain -- The number of migrants and asylum-seekers who reached Europe in 2020 is the lowest it has been in the past decade, according to a report released Friday by the United Nations migration agency. But deaths and disappearances on sea routes remain alarmingly high with only a small fraction of bodies recovered and victims identified.

Of the 93,000 people who entered Europe irregularly last year, roughly 92% did so via the Western, Central and Eastern Mediterranean Sea, as well as through the Atlantic Ocean off West Africa to Spain’s Canary Islands, often on unseaworthy boats.

Arrivals in the Canaries, considered part of the Schengen area, increased by 750% last year. The numbers had already picked up before the pandemic following tougher border controls and interceptions on the Mediterranean by North African countries, but COVID-19 seems to have “acted as a multiplier of existing factors motivating migration on this route,” the report said.

It added that many migrants previously worked in sectors such as fishing and agriculture that have suffered greatly from the economic consequences of the pandemic.

The sea routes are lethal. The International Organization for Migration’s Missing Migrants Project has confirmed the death or disappearances of nearly 2,300 people last year. This number is higher than in 2019 when 2,095 victims were recorded and slightly lower than in 2018 which had 2,344.

The Central Mediterranean north of Libya saw 984 people perish in 2020. Meanwhile, on the Atlantic route to the Canary Islands, at least 849 victims were recorded — more than four times as many as in any of the previous six years, according to the report, “Maritime Migration to Europe: Focus on the Overseas Route to the Canary Islands.”

The deaths of 300 more Europe-bound asylum-seekers and migrants on the two sea passages have already been documented this year, the IOM said.

In the latest incident in the Canaries, at least three people died Friday after a crowded migrant boat capsized south of the island of Tenerife. Spanish rescuers pulled 41 people from the water with the help of a nearby fishing vessel, and also recovered the bodies of two women and a man, a spokesman with Spain’s Maritime Rescue Service said.

The spokesman told The Associated Press that rescuers were looking for more survivors in the ocean.

The International Organization for Migration admits its data is incomplete. So-called “invisible shipwrecks,” when entire boats disappear and leave no survivors, are especially concerning.

Not included in the report's death toll for last year are nine cases of invisible shipwrecks reported in the Atlantic and Mediterranean last year with hundreds of additional potential victims, according to IOM data requested by the AP.

“Such cases are extremely difficult to detect, let alone verify, and are yet another indication that the true number of deaths on maritime routes to Europe is far higher than indicated by the available data,” the report said.

The Associated Press has most recently come across an example of uncounted deaths after interviewing two survivors who reached the Canary Islands last November. According to them more than 20 people on their boat did not survive the two-week odyssey.

The group of approximately 180 people had departed the town of Joal-Fadiouth in Senegal but ran out of food, water and fuel after the eighth day.

“It was horrible,” said Babacar Mboup, a former fisherman who was among them. “I saw people dying by my side.” Their bodies were thrown overboard after they passed away, one by one.

Finally, a Spanish rescue helicopter found their boat drifting 33 miles from the island of El Hierro. When rescuers reached the 158 survivors, only one body remained on the boat. Fearing backlash, those alive did not tell authorities that another 20 people were in the ocean. And so only one death was recorded.

Mboup says he didn’t know most of those who died but had alerted the family of one of the deceased whom he did know. His name was Lamine, and he was 28 years old.
The Homeland Security Advisory Council is made up of 30 members -- both Democrats and Republicans. Some of those who were fired included allies of former President Donald Trump, such as former acting DHS Deputy Secretary Ken Cuccinelli and former acting Immigration and Customs Enforcement Director Thomas Homan.

"I am considering how the HSAC can bring the greatest value to the Department and how the expertise, judgment, and counsel of its Members can be harnessed most effectively to advance the Department's mission. I expect to work closely with the HSAC and to rely on its Members to help guide the Department through a period of change," Mayorkas wrote.

The HSAC produces reports and advises the secretary on a range of issues from domestic violent extremism to biometrics.

"In the service of an orderly transition to a new model for the HSAC, I have ended the term of current HSAC members effective March 26, 2021," he wrote. William Webster will remain the HSAC's Chair Emeritus. I was privileged to work with Judge Webster throughout my prior service in the Department."
More than 1 million COVID-19 vaccination shots have been dispensed at Major League Baseball stadiums, with the Oakland Coliseum and Marlins Park among the sites planning to continue operating after opening day.

The 11 ballparks that converted to mass vaccination centers in the offseason combined to pass a million total shots this week, MLB said Friday.

The regular season starts Thursday.

Dodger Stadium, Yankee Stadium, Citi Field and PNC Park will keep providing doses after opening day, while Minute Maid Park and Petco Park are not planning that. The Colorado Rockies are still working to see if Coors Field will continue to be used.

Fenway Park and Globe Life Field also were employed to administer doses.

“Major League Baseball, our clubs and major league players have worked hand-in-hand with communities across the U.S. and Canada during the pandemic,” commissioner Rob Manfred said.

“I commend the clubs that have hosted vaccination and testing at their ballparks and all of our franchises for promoting health and safety in our communities. Most importantly, MLB is grateful to the countless heroes who are lifting up our society and helping us reach the better days ahead,” he said.

CHICAGO -- Two people opened fire at a Chicago gathering early Friday, killing one person and wounding seven others in the second such attack on the city's South Side in the past two weeks.

According to police, two males opened fire at the “pop-up party” in the Ashburn neighborhood, killing a 26-year-old man who was shot in the head and leaving the wounded hospitalized in conditions ranging from fair to critical.

The shooting followed a March 14 attack at another pop-up party in the Park Manor neighborhood a few miles east, where two people were killed and at least a dozen others were wounded.

The fatal shootings appear to be picking up even after a year in which they jumped dramatically in Chicago, from 495 in 2019 to 769 in 2020. The city is on a pace to record even more this year: As of Wednesday, there had been 123 homicides in the city since Jan. 1, compared to 94 during the same period last year, according to the police department.

There have also been more police officers shot or shot at. On Thursday, an alleged shoplifter at a Home Depot on the South Side shot a security guard and a police officer before he was killed in a shootout with police a short time later.
