Depending on the choices Commander Shepard makes in Mass Effect 1 and Mass Effect 2, Garrus can change his overall character, either falling deeper into his original Renegade side or becoming a softer Paragon character.

This article contains some mild story spoilers for Mass Effect 1 and 2.

Some characters throughout Mass Effect can change depending on how Commander Shepard handles conflict and the dialogue options they choose in conversation. For example, in Mass Effect 1, Ashley Williams exhibits some skepticism towards the aliens that come aboard the Normandy. She explains that the prejudice is rooted in her family history as well as the fact that she has little experience interacting with alien races. However, Commander Shepard can change these views, specifically if Ashley survives Virmire, and she can become good friends with the aliens aboard the Normandy.
Though Garrus Vakarian starts out as a clearly Renegade character, Shepard can change this aspect of him, if the player wishes. While Garrus isn't morally gray or evil, he believes in bringing people to justice by whatever means necessary, including by killing them and circumventing the law. Both Mass Effect 1 and 2 will present Shepard with the opportunity to push him in either direction: he can become Paragon in that he aims at saving lives, or he can dive deeper into Renegade and help people get what they deserve.
Aside from Paragon and Renegade dialogue options throughout the games, the first big moment Garrus's personality will change is when Shepard and Garrus interrogate Dr. Saleon in Mass Effect 1 after they find him using living people's bodies to sell organs on the black market. Here, Shepard can decide whether Garrus kills Saleon or not. Telling him to stand down will turn him slightly Paragon while allowing him to kill Saleon will push him in the opposite direction.

A similar instance comes up in Mass Effect 2 when Garrus uncovers the truth about Sidonis in Garrus's loyalty mission Eye for an Eye. Here, Sidonis betrayed his and Garrus's teammates, partially resulting in their deaths. Now, Garrus wants revenge, and it's up to Shepard whether or not he should get it.

Players will notice the biggest difference in Mass Effect 2. If Shepard chose the Paragon option with Dr. Saleon and similar dialogue options along the way, Garrus will say he returned to C-Sec. But a Paragon Garrus will become a Spectre. This gives players a sense that their decisions matter and have consequences down the line.
